In 1942, the Department of Navy leased approximately 455 acres from the Monterey Peninsula Airport (MPA) for the establishment of a Naval Auxiliary Air Station (NAAS). NAAS Monterey was commissioned from 1942 until June of 1972. The air base was supervised by

Commander, Naval Air Bases, Twelfth Naval District Headquarters, Naval Air Station, Alameda, California. In 1946, it was determined that NAAS Monterey was not required for full military purposes and as a result the MPA was granted joint and equal use of the landing facilities without terminating the original agreements from 1942. Other facilities, such as parking aprons, hangers, repair shops and storage tanks, were solely used by the Navy. By agreement in 1949, the 455-acre lease was terminated in June of 1972.

Between 1972 and 1982, the Naval Postgraduate School at Monterey continually renewed the lease from the MPA, which included two 50,000-gallon, one 300-gallon and two 500-gallon underground fuel storage tanks and supporting pipelines at the north end of the property. The Naval Facilities Engineering Command used the tanks for the storage of fuel oil, and previously, the 50,000-gallon tanks were used by the Navy to store jet fuel. In 1981, the Navy indicated to the MPA that they would use the remaining oil and clean the storage tanks in accordance with an earlier agreement as well as terminate the lease, effective 30 April 1982. On 22 November 1989, the MPA released the Navy from its lease of the 455-acre parcel in exchange for a payment of $8,850.

In 1986, as the result of 1983 California State Laws (AB 2013 & 1362), the Monterey County Health Department targeted the two 50,000-gallon fuel tanks for removal and, in 1990, Monterey County ordered the MPA to remove the tanks and remediate the site. Removal of the tanks exposed soil and groundwater contamination, with the contaminants being identified as jet fuel and heating oil. Soil remediation consisted of soil aeration, and
three 4-inch monitoring wells were installed to determine the extent of groundwater contamination.
