The site was established as a U.S. Army post designated Camp Douglas on October 26, 1862. The area was declared a military installation by Executive Order in September 1867. The name of the installation was changed to Fort Douglas on December 30, 1878. In 1967, the principal mission of Fort Douglas was to support active Army and Armed Forces Reserve component training in Utah, Idaho and Montana. Ordnance facilities at Fort Douglas, as of 1940, consisted of two brick magazines used to store black powder, pyrotechnics, chemical grenades, blasting caps, TNT, and small arms ammunition. Two latrines on the rifle range were used as magazines and stored small arms ammunition and black powder spotting charges. The storage was reported to be inadequate, did not conform to safety requirements, was not fireproof, and did not meet quantity distance tables. In 1977, an existing Marine Corps Reserve Center located at Fort Douglas was scheduled for construction to create a joint Naval and Marine Corps Reserve Center.
